Are you sure it is not a software / settings issue? If you have homing enabled, you can’t jog before you have homed the machine. If you have hard limits (with limit switches) enabled and your invert setting for that is wrong, it thinks you are hitting the switches all the time and does not let you jog. If you are not sure, post your settings so someone can help.
