Circuit Breaker Wiring Help

    Hi all, hope you can help with just a small question.
    I am re-building an old CNC machine where the cabinet and ball screws are all sound. It is the electronics I am replacing/ updating. However the switch in the image and video below is from the old machine. It works a bit like a modern NVR switch where you need to turn it on again if power is cut.

    Is line 11 live and line 21 the neutral? Then my load follows on with live at 12(k) and neutral at 22(k)?
