Amana 1/4 to 1/8 reducer question

I purchased an Amana rb-102 which is supposed to take my 1/8 shanks and allow me to use them in a 1/4 collet. At least that is my understanding.

But they just don't fit. I measured the 1/8 bit shanks and they are 1/8 but the Amana rb-102 is about .10" or 7/64. I am a bit apprehensive to force the shank into the reducer.

Does anyone have experience with these reducers? Should I force it in. The laser markings on the reducer match exactly what the Amana website shows.
