My OX cnc runs on xPro V3 control board. I just noticed when I jog the Y-Axis only the LED indicator of the driver on one side ( on the board ) blinks. Is this normal ? Short of unplugging the steppers one at a time, how can I check if the stepper drivers are actually functioning as expected ( I am very sorry if this is another totally nooob question )

I would think that if it is not binding up, it is probably working.

No binding at all. In fact the step/mm is bang-on accurate even at 500mm distances jogging.
