What is the trick to load a DXF file into CAM software. I have tried from a few different sources, Fusion360, Inkscape, Solidworks and nothing works, What am I doing wrong? Or should I ask what should I do to make sure the DXF file parameters are right ?

Can be tricky making sure everything is on one plane and not 3D.. I use draftsight and it's basicly Autocad 2D and works great for making DXF for Estlcam.

DXF R14, Polyline format. Not all DXFs are created equal.
To ensure polylines in Solidworks: Go to File – Save As select .dxf then select options and make sure “Export all splines as polylines” is selected.

Also make sure its been 'flattened' - ie not 3D geometry

Here's a couple sample DXFs to play with (Attached)
