169.254.x.x looks like an APIPA address, What is Automatic Private IP Addressing (APIPA)? You need to make sure your network / DHCP is working right - APIPA is indicative of a non working or badly setup network. Likely phone has a proper IP (seperate route from APIPA) so won't see the PC

Not the phone side... The PC doesn't have a valid IP (usually more like 192.168.x.x or 10.x.x.x for consumer stuff) try a reboot, make sure PC is on the network
