The simplest method is just to run the belts through the end plate and clamp them off on the outside.

The shim has never been needed, you can clamp it down as is. The front plate has enough movement to accomodate spindles of 69-72mm diameter
Just a tip. A mid sized screw style C-Clamp is great to seat those bearings in the wheels without damage.
