Lately, I have been getting error. 9 G code, lockout during alarm or jog state.
G1 X276.3590. Any way to figure out why this is happening or anything I can do on my end to prevent it.

Look at the error message more closely. Error 9... but because of "earlier alarm xxxx" - thats the part of the message you need to focus on (or post a screenshot)

I am constantly getting the error locked out during alarm state I have taken a screenshot. I’m only getting approximately 10 minutes in an alarm goes off my speed is 100 in./min.. I’m doing a 2 mm deep pass with a three-quarter inch surfacing bit. does anyone have any suggestions on what I should do or any machine settings that I can turn off?

Unfortunately your screenshot (please do a proper screenshot rather than using a camera to take a pic of the screen - it's much easier to read) doesn't tell us what the error message was. I'm going to take a guess and suggest it mentioned a hard limits error, even though the machine wasn't any where near a limit switch. The vast majority of "false limits errors" are caused by emi (interference) - work through the link below to see if there is any thing there that helps.

That log shows a controller reset, so could be EMI, but could also be intermittent wiring short somewhere (dropping 5v rail momentarily)

Problem appears to be getting worse. I can only make it with 1/3 through a cut job. I do not get any alarm. It just stops. Right now I have soft limits disabled hard limits enabled. The wiring for my spindle is on a swing arm. I’ve reseated all connections to limit switches, and Stepper motors usb and power connections.

    See earlier replies:

    And

Last log doesn't show any errors.

PS: make sure you did follow steps 4.1 and 4.2 of the BlackBox Documentation too, in case you forgot during initial setup

I have grounded the spindle, the entire dust collection hose with a braded no 3 wire to grounding rod. Didn't make any difference. Is there anything I can shut off in GRBL

What sort of limit switches do you have? If you haven't already got them have you considered these - Xtension Limit Switch Kit.

Although you could turn off hard limits that isn't really solving the problem and gives rise to other complications. Have you got all mains and (especially) spindle cables as far away from any other wiring as possible? I see you have the worst culprits on a swing arm, but are your vfd, spindle and mains cables away from your controller?

I do believe I have those limit switches. They are the ones that came with the machine right now I have my vacuum hose and my spindle wiring attached to a swing arm. It’s mounted way up in the air although the cabling from the spindle is fairly close to the Z motor. I just ground it the Z gantry and was able to complete the rest of the sheet. I’m now going to start another one.

After I ground the Z axis, I was able to cut the entire sheet with no alarms or disconnect. It’s only one sheet but in my mind that a success.
